Details are now confirmed regarding the Independent Safeguarding
Authority (ISA) starting (and Ministers stopping) making barring
decisions on new referrals under List 99, PoCA and PoVA barring
lists concerning those working with children or vulnerable adults,
from 20 January 2009.
Those with a duty to refer under the List 99, PoCA and PoVA
schemes should send new referrals made on or after Tuesday
20 January 2009 to a new referral address. This is:
Independent Safeguarding Authority, PO Box 181, DARLINGTON DL1 9FA.
Revised guidance to those with a duty to refer will also be
publicised on DCSF, DH and ISA web-sites.
We are adding this confirmation to the DCSF message to DCSF’s
sectors, originally posted in September on the ISA website. A
copy of the revised message is attached here for ease of
reference. The update will also appear shortly on this site, as well as on the
“Every Child Matters” (new window) web-pages.
Details/ background
Previously: in September, we
gave early notice that, in the next stage of transition, employers
in England and Wales (under PoCA or PoVA), and employers in England
(under List 99) would have to send new referrals to the ISA, and
provide information on a case to ISA on request; in
November, we informed Local Authorities in England that
the planned date to start ISA decision-making would be in January
2009; and in December, since Parliamentary
approval for key elements was completed, we confirmed the plan to
start from 20 January 2009.
This week, details, including the new address for referrals, are
being confirmed in regular updates to stakeholders, such as the
DCSF email on 15 January to all Local Authorities in England,
and DH equivalent publications.
