The Darlington-based Independent Safeguarding
Authority (ISA), the new public body created to strengthen the
protection of children and vulnerable adults, has completed its
Executive Team, with the appointment of Deborah Lewis-Bynoe as Head
of Finance and Corporate Resources.
The ISA Executive Team consists:
Chief Executive – Adrian
McAllister
Director of Operations – Anne
Hunter
Head of Performance and Stakeholder
Management – Janet Gauld
Head of People and
Development – Debby Bonnard

Resources - Deborah Lewis-Bynoe
The creation of the ISA, was a key recommendation of the 2004
Bichard Inquiry, following the murders of Holly Wells and Jessica
Chapman in Soham in 2002. The ISA will work to help safeguard
children and vulnerable adults by introducing a registration scheme
which for the first time will bring together information from a
variety of sources.
Chief Executive Adrian McAllister
commented:
“When creating a new organisation it is vital
that we get the right people in the right posts. I believe, with
the appointment of Deborah to join Anne, Janet and Debby, we now
have an executive team that can help shape and deliver a highly
effective and efficient organisation.
We have a challenging remit and I know that
this team, backed by the expertise of the ISA Board - led by Sir
Roger Singleton - and the skills of all those who work for the ISA,
will ensure that we are in the best place to deliver a robust and
effective means of helping to safeguard children and vulnerable
adults.”
The Executive Team is:
- Chief Executive - Adrian
McAllister. Adrian joined the ISA following twenty two
years' experience working in the West Midlands, Merseyside and
Lancashire police force - including several years as a senior
detective. He was ACPO spokesperson on Disclosure and Criminal
records, a role that involved close liaison with the CRB.
- Director of Operations – Anne
Hunter. Anne worked in a number of Government Departments
before moving to the Department for Children Schools and Families
in 1998. In 1999 she transferred to child protection work,
managing the List 99 casework and vetting team and subsequently
taking additional responsibility for the Protection of Children Act
team. She worked on the Safeguarding Vulnerable Groups Bill,
providing policy advice and also worked on new regulations for List
99 before moving to the Child Protection Policy team. Anne then
worked for the Home Office on the programme devoted to setting up
the ISA and was so keen to carry on with work in safeguarding that
she applied to work at the ISA. Anne lives in Darlington.
- Head of People and Development –
Debby Bonnard. Debby has an extensive background as a HR
professional from both the private and public sector. She started
her career in the retail sector and then moved to the public sector
where she has worked at a senior level for a Local Authority and
two Police Forces. Prior to working in the ISA, Debby worked with
the Department for Children, Schools and Families as a Senior HR
Business Partner, working with the Safeguarding Operations
Unit. Yorkshire-born Debby lives in Great Ayton.
- Head of Performance and Stakeholder
Management – Janet Gauld. Janet has a background in law
and organisational development. She joined Local Government and
then the Audit Commission before coming to the ISA. She has driven
service improvements both as a service lead and in an inspection
capacity and has speciallised in using performance management as an
improvement tool with a wide range of organisations. Janet lives in
Tyneside.
- Head of Finance and Corporate
Resources – Deborah Lewis-Bynoe. Deborah
is an accountant who has been working in NHS for nearly 10 years.
For the last 8 years she has been working in the Third Sector in a
Leisure Trust and latterly as Finance Director for West
Middlesbrough Neighbourhood Trust (WMNT) a Charity delivering a
£52million New Deal for Communities Programme for the regeneration
of West Middlesbrough. Deborah was brought up in Middlesbrough, but
now lives in Eaglescliffe.

Notes to Editors
1. The ISA was established in January 2008 after being created
by the Safeguarding Vulnerable Groups Act 2006. Using expert
caseworkers it will consider Vetting and Barring Scheme referrals.
The scheme is one of 31 recommendations made by Sir Michael Bichard
in his inquiry into the Soham Murders.
2. The ISA is a Non-Departmental Public Body sponsored by the
Home Office. It is based in Darlington and will consist of a small
Board of public appointees and around 250 ISA employees.
